Police are policy enforcers. They enforce the policy of the corporation they work for weather it be the state, county, or city. They usually do not follow the law of the land which has to be inline with the constitution and not infringe upon our God given unalienable rights. The chief of police is usually appointed not elected.
Don't forget state revenue generators too. What do they do more - prevent crime ( lol ) or ticket ? It's why they have quotas and we have " law books " thicker than the bible that even lawyers can't understand.
