It's a distraction. Ever wonder why Robin of Batman and Robin wears bright colors while Batman is dark? Robin is supposed to distract and keep the bad guy's eyes on him while Batman sweeps in and catches the bad guys off guard. Jill wears garish clothing while The Dim Knight stumbles up some stairs or falls off his bike.
