Not all because some of the rescue agencies were actually pretty good. I used to work with one in California. The CEO got burned out and she also got kicked out of CA due to high taxes.

She moved to TX. Wish she is still around doing the work because she can place a dog in no time.

They just give large sums each other. Its a money laundering scheme. All of them are human trafficking evil entities - red cross, unicef and the like.
