Assuming all the company’s shares have equal voting rights (not true for all public companies), then each share is a vote. If you have one share you have one vote. Someone who owns 1,000,000 shares gets 1,000,000 votes. This is why most companies only listen to their largest shareholders, like Blackrock, which tends to own 9-10% of the public companies in which they’re interested in controlling.
If you want to control a company, you need to buy 50% plus one of all the outstanding shares on the market—and the company might see this buyout coming and take defensive actions like issuing more shares.
But if you want to influence a company, you just need to collect a significant voting block of more than say 5% of all outstanding shares.
Personally, I think it’s easier to stop using their products and services.

Monopolies can be challenged politically. Get involved in your local community. There are voting board positions that are not full-time engagements.
Alternatively, build/buy the resources to go off-grid or at least operate independent from the grid. No, it's not cheap, you've been paying the power company a convenience charge for the service. Going off-grid means you have to build and maintain all your power infrastructure. If you do it smart, it will be a lot less expensive in the long run.
For water, dig a well. For sewer, get septic. Of course, where you live they may have outlawed all that so you might need to move out of the city and suburbs to really break free.
Produce your own power. Get on the board. Collect shareholders to help fight.
You need experts in this type of activity to help and advise. Their are a lot of laws and regulations on buying and holding large blocks of shares. I do know that Ryan Cohen of gamestop had a lot of influence with the BBBY board with less than 10% of the shares. He appointed several directors. He also owned a lot of options,witch is cheeper than owning the shares.
You're 1000 shareholders would only be equal to the one if they all voted exactly the same way and had a unified voice, otherwise the 1 person would have more power.

You raise it at a stockholder meeting, which you can call if you have enough votes, or request.
Even if you don't, you can always ask the question at the AGM.
