Lots has been written about underground tunnels at Disney properties, DC, and NYC, but not much has been discussed about what's underneath Historic Williamsburg, which is part of the Historic Triangle, along with Jamestown and Yorktown. The reparations were paid for and initiated by the Rockefeller Foundation in the late 1920's and have an extensive tunnel system.

What also makes this particularly interesting is the proximity to Camp Peary, less than 3 miles away. Officially referred to as an Armed Forces Experimental Training Activity (AFETA) under the authority of the Department of Defense, Camp Peary hosts a covert CIA training facility known as "The Farm", which is used to train officers of the CIA's Directorate of Operations, as well as those of the DIA's Defense Clandestine Service, among other intelligence entities. Its facilities are also available to the members of the intelligence community for "off-site" activities such as conferences and working groups. Edward Snowden has written about it.

Queen Elizabeth II has also visited the area 4 times.
William and Mary students historically would play D&D in the tunnels and are familiar with at least some of the underground structures. It stands to reason the relevance of these tunnels would not end there. Any additional research/info/thoughts on this would be helpful.
The presence of tunnels in this geographic area ("The Tidewater") would be unusual due to the high water table and proximity to Chesapeake Bay/James River/Atlantic Ocean and would be hard to keep dry from groundwater seepage. I doubt that these are the typical tunnels one normally thinks of. "Steam tunnels" seem to imply an underground utility conduit of some sort, but whatever they are, they're not the type people usually think of.
In the Amazon version of Utopia there is The Farm with plenty of literal white rabbits iirc.
If I have learned anything from TV it's that any facility/ area/ or otherwise that's referred to as the "farm" is an evil place
