The Texas Constitution is over 250 pages long and contains over 80,000 words. The governor along with all other state elected officials is severely restricted by design. Of the 50 governors, Abbott is likely the least powerful of them all. In many ways the Lieutenant Governor, who is totally independent of the Governor, is more powerful and he can't do much by himself. It is generally considered that a government official powerful enough to do things for you is also powerful enough to do things to you. Weak government can be looked at as either a plus or minus but having lived with it for 80 years, I must say I prefer it this way.
