Interestingly Native American Indians were not considered American “citizens” until much later or there was debate on matter until 1924 when they passed the Indian Citizenship Act of 1924. This makes me think if congress can pass one for Native American Indians then wouldn’t have to pass an amendment but only a law clarifying that anchor babies are not automatically citizens because “and subject to jurisdiction thereof” meaning foreigners are “subjects” to foreign powers and therefore not US citizens.
Indians were not citizens under the Constitution. They were "other persons" because they were not part of the new country.
But Congress has authority for naturalization laws.
They used the naturalization power to grant citizenship to Indians.
The anchor baby thins is ONLY a regulation, not a law. It can be overturned via executive order by the POTUS.

The Snyder Act gave Indians like my grandfather citizenship and allowed them to vote in local and federal elections.
