Actually, it is not so black and white. There is a 3rd, very important category of people... let's call them victims, because many of them are. They were duped. They bought-in to something that will cause them harm too. Once they see the dupe (the trick), that category of people bring a very special gift with them... a whistle. So let's not write them all off. Keep the 3rd in mind.
