What has come up is that Trump won. And it's becoming apparent that they know "he has it all" and they are trying to get ahead of that.

you cannot have it both ways. Either trump is NOT in his second term as president and he cannot run and be inaugurated in 2025, or he is not in his second term - officially, legally, and formally - as potus, and he CAN run and win and be inaugurated for a 2nd term in 2025.
Trump's allusions to a 'second term' - "this is kind of like my second term" - points squarely to devolution, and devolution most likely means that the authorities of the executive branch have been devolved and spread out into other sectors of the govt, so that the current president - who is president but who is in fact illegitimate - is restricted in what he can do and is not really in charge. because the authority of the president aka the executive branch, has been devolved.
