What if we let in a bunch of people just to track them and all their connections. Use them to creat the rest of the map? Once here we can track all their contacts globaly. All of the different networks, all the friends, all the family. It's starting to feel like a big trap to me. Why give everyone cell phones? Why give $. Why safe passage? They are exposing all the targets! 1 phone will creat thousands of targets within a few days. They all get a FISA, every one of them. If every "imigrant" gets a phone and a FISA? holy shit that is a can of worms.

The criminals will use burner phones for "business".
But that takes a day, before that the phone thy got already created the map, so the new phone is just added to the map. We wanted the map, it was the goal.
