Congress stripped the Smith–Mundt Act of all meaningful restrictions on the domestic dissemination of government-produced programming, imparting the State Department and the BBG with enormous power to anonymously disseminate their programming within the United States.
The original Smith Mundt Act RESTRICTED the US Government from propagandizing the American People. The MODERNIZATION of the Smith Mundt Act in 2013, signed by Obama, REMOVED that RESTRICTION.
I don't need to stretch my mind too hard to see that the US Government has used propaganda on the American People by LYING about the 2020 Election, LYING about where COVID came from, LYING about the "safe and effective" vaxxines.
The propaganda is all around us. It's government-sponsored and controlled. The DOJ/CIA/FBI has worked hand in hand with the MSM and BigTech to control and censor nearly all relevant information over the years. The weaponization of our government went into overdrive during Obama's reign and it has never slowed down.
I’m not denying that propaganda exists. It’s your interpretation of what happened that bothers me. If they could pass a law that expressly allows propaganda to be used, they would have done so and your terminology would be accurate. It’s not.
There is nothing passed as law that allows the government to use propaganda on the people. like you stated.
I doubt you understand the distinction I’m trying to make so let’s just leave it at that.
Fair enough. If I came across as combative over the issue, I apologize.
My main concern, whether I expressed it accurately or not, is that propaganda most definitely exists in our nation. In my opinion, the government, MSM, and BigTech are all colluding to keep the sheeple in line. I consider the media, and their propaganda, one of the greatest threats to our nation.
To win this war, we must be able to defeat the MSM, BigTech, and their government intermediaries and sponsors. All my personal opinion. Thank you for expressing your point of view. I will continue to work on my understanding of your perspective.
Thank you. I am pretty sure I understand it.
Then you understand that the law doesn’t grant the government powers, it restricts them, and protective restrictions were removed.
Modernization doesn’t allow anything as you originally stated.

Edit to add: Interestingly, this article came out on this topic today,
"Obama repealed this 1948 act so he could flood our media with endless propaganda"
