Read about Operation Northwoods.

The Joint Chiefs of Staff had plotted to murder American citizens in the streets of Washington DC and Miami in order to falsely claim there was a communist plot by Cuba, to justify invasion of Cuba.

The plot also involved switching out aircraft that had real people on board (FBI assets) for aircraft that looked the same but could be flown by remote control. It would crash near Cuba, and the claim would be a highjacking by Cuban "extremists."

Learn about that one, and you will see the basic structure of the 9/11 plot had begun decades earlier.

At least back then, they considered using a plane without people on board. They don't seem to care about innocent people dying as a result of their activities these days.
