Back when they had polling stations, you can walk up and say you are anyone and by law the judges are required to hand you a ballot. You could even look at the book and point to someone and say "That's me!"
Now with mail-in voting, they don't even have to have a voter to cast votes for people.
It's been a while, but I thought you were supposed to present identification, with name and address, and then your place on the list would be marked and dated to prevent a repeat vote.
One could ask, "Why bother to vote by mail, when the Powers that Be will take care of my vote anyway?"
