We don't need an Internet Bill of Rights. We have a Bill of Rights. We simply need to enforce it. Anyone doing business in the US must respect our citizens rights. You may not censor the speech of any American, or you give up your right to do business here. Simple as that.
I think what Q meant was that the internet needs to be "public square"'d , so that the Bill of Rights applies by default. If Big Tech, which only got big due to black money, which is taxpayer money, was a public square, they couldn't censor us, couldn't have porn on the open internet (pay, show ID to enter, like buying liquor online), etc
You should read the bill of rights again. It says, "Congress shall make no law, etc." That is only a restriction on the creation of laws by Congress.
