My first thought was that the crime issue is a decoy, and what they are looking for is more than bag snatchers. Perhaps they know about a plot to bomb, but do not want people to stop using the transit. If you have never been to NYC, I can tell you that the subway is the central nervous system and vascular system of the city. It is enormous and covers a lot of miles, carries millions of people daily, and runs under major business and residential districts. Talk about tunnels! The few times I went there after 9/11, I was very paranoid about the subway, and I had never given it a second thought, until I did, and realized that cities were nowhere to be unless you were filthy rich. I guess you can say I had a revelation to get the hell out, back in the 70's. I stopped going at all a few years ago after the last family member was buried.
