Notice how these programs are always in the billions of dollars, always behind schedule, always need more funding, and never reach the expectation on what the people were told would happen. It is just a money laundering scheme PLUS it is a great way to take moeny out of hard working Americans' pockets and toss it into the bank accounts of the deep state. This nonsense needs to end and when the funds are in a trust account, then and only then should the project commence. If they run out of money, well, the project ends on that day and the persons who are responsible for the judicious spending of those funds need to go to jail for lying to the public. I bet if ten years in the pokey is at the end of the project if it isn't completed properly and on time a jail sentence would make all public works projects get done in the proper amount of time and under budget.
