What are the conditions that constitute a DHS raid vs an FBI raid?

Good question - it probably has something to do with which agency opened the investigation - just a hunch. Both are compromised so "At this point, what difference does it make?"

DHS, specifically HSI, is tasked with human trafficking investigations, FBI isn't.
