So, it never occurred to the designers of these solar farms to think about possibility of hails hitting the solar panels?
They did propose putting a roof over them for protection. Why didn't I think of that?

It was an act of God. Whoever owns the farm should be the one to pay the repair cost, because I doubt insurance covers an act of God.
Just like Trump, God gets the blame for bad stuff.
