Yep! I believe that was the WH agenda behind this movie, while the BHs were using this for comms.
How does that work, how does the WH do that under the nose of the BH?
Every movie has multiple writers in addition to the main writers. They have their own dramas and agendas. All WHs have to do is to insert one person who influences a certain way, while not grating on the agendas of the others. Of course, if they over step, then there will price to pay from the top - think Eyes Wide Shut. Even in Matrix I believe people were punished after the fact.
That probably depends if the Matrix intent was a reveal/warning, or a blueprint. I am reminded that Aldous Huxley said in his own words that Brave New World was not a warning, it was a blueprint.
