No, I think this narrative is dumb, and you'd have a hard time putting it together from drops alone. I believe this narrative came about from two things.

Folks not being able to mentally handle setbacks in a war. They believe WH are and will always be in control, there is only winning, no battles lost, etc. which is simply unimaginable and unnecessary. Tides in wars change. Battles won and lost, but we will prevail.
Because of that, have twisted Qs words into a such a pretzel to deal with their feelings about it.
