Parents have full access to the curriculum, and your kids study from your home under your supervision. If your local public school is failing your kids, you don't have to go it alone.
In California, many school districts have created "homeschool charters," which is basically just a support system for homeschool parents. Parents register with the district and get access to tutors to help in areas the kids struggle, access to supplies that are expensive (ie 3-D printers), access to a school library, and some of them even give you vouchers for extra-curricular activities.
I reckon these "homeschool charters" are cash cows. CA gives each school $17,000 per year per child. While I have not confirmed this, my belief is that these "homeschool charters" still get their $17,000 per year per child, but have only a tiny fraction of the costs associated with running a school.
