In the red oblong, I would guess those symbols mean, 9.7 thousand people have commented on the tweet? And 4k have shared it. And 8.1 thousand have said they liked it. Please let me know if that's right, and then explain what the ratioing thing is all about. Thanks!

Usually an item gets far more likes than comments. The natural ratio is a certain way.
Having more comments than likes means that this article went down like a lead balloon.
