Still digging on this, carefully. Appears to be human trafficking ring tied to Sinoloa cartel operating out of Salt Lake City. Family court judges on cartel payroll like S. Cal and Arizona. Operating with permission of county officials and Governor because they getting kickbacks/bribes.
