I mean the U.S Government or U.S Citizens who at least ‘Officially’ were operating on behalf of the government either outright created or did the bulk of the work and initial funding for almost every major political/legal international body we are envolved in.
And the bulk of these institutions initial funding was either sourced from the U.S. Or “Allies” so close they may as well be U.S States for all the independence they had internationally at the time. And Most of the funding for these international bodies is still ultimately sourced from the U.S. Even if it’s funneled through one or more middlemen before it ultimately gets where it’s going.
And the International Court of Justice is party to and authorized by the U.N and U.N Security Council. Where the U.S wields an inordinate amount of power to both its council seat. And the fact the U.N still gets a large portion of its budget, and most of its equipment courtesy of the U.S. Taxpayer.
It’s not much of a stretch to say. The Modern Western World as we currently know it. Was Funded in large part by the labors of the American Taxpayer. And given we still provide an inordinate amount of funding to these bodies. Not to mention maintain influence in them. Congress and the U.S Government can very much use that to hurt those organizations if they don’t do what they want
What say does the US Senate have in what goes on in the International Court of Justice?

Yeah I understand they're not autonomous and basically an extension of the US government. I was more asking rhetorically.
Iccj is probably just another cabal franchise. Indicting bibi to bolster their own credibility.
