Actually there is a tradition in the House that when a member of one party who supports a bill needs to miss the vote, a member of the opposition party who opposes the bill will agree to miss the vote also. Despite the partisanship in the current congress, a tradition such as this will hold especially on a bill such as this that has no chance of becoming law.
