Even if power goes out regionally there are copies of the blockchain around the globe.
If power goes out worldwide, no one cares about blockchains or even money for that matter because we are in mad max stone ages and other things become way more important.
The power argument is old and tired. The power isn't going out globally unless the sun decides to go red giant.
