A lesson needs to be imposed such that no one will EVER try this crap again. A lesson so harsh, and so public and memorable, that bad people for decades will shudder at the very thought of doing something like that again. Parents will tell their children far into the 21st Century what these evil bastards did, how close we came to losing everything, and how the evil bastards met their end.
History books will be written about it. The precedence will be written into Federal and states' laws that will affect court outcomes well into the 22nd Century.
THAT is how you end this, not with a whimper and a handshake, but with consequences so awful and terrifying that no one will ever think to do it again.
