The question of "how" used to be taught in public school Civics, American Govt, and American History classes. Including how that years Congress/Senate "passed" it with only a minority emergency Quorum vote during the 1923 Holiday Recess. I learned about this in 7th grade Civics (1987) and again in Govt, Economics, and History classes in HS (90-92).

I guess politicians these days weren't paying attention in grade school. /s

The greatest tool to enslave people, governments, and corporations is debt, and that is exactly what the Federal Reserve system is a system to create debt from nothing.
