I read one article that says Idaho law requires water shortage distribution establishes a first come, first served protocol. I would be interested to learn if these newer farms plant fence to fence.
I have no idea. All the stories and this has never really been discussed. It would be incumbent on someone to discover what's different between this year and last year in terms of crops planted and water rights and supplies.
