Nope he IS NOT eligible to swim at the Olympics as an American male bc his best times as a man are not good enough to be top two in the country. Of course he could represent another country that doesn’t have faster men (he would have to have some kind of connection to that country, though to swim for them.

Yes you are correct in saying he would be eligible as a male. But he wouldn't have qualified so thus would not be able to go as a male.
