She paid for it, but the Rino fag probably ordered it, he was speaker at the time IIRC. The person who orders it gets the first copy.
The Washington Free Beacon were folks who first paid for Christopher Steele to look into Trump.
I bet he actually wanted it as part of the Ryan/Pence plan to steal the nomination. He also was smart enough to get Hillary to pay for it, without telling her it was supposed to help him and Pence.
