Is it worth considering that each nation cited here has been grappling with or afflicted the problem of a deep state Cabal?
For some reason, there is a tendency to think in terms of "nation", but from that point of view, the United States has been one of the most evil actors on the world stage in the last 70 years. But is that a fair perspective? Does this mean that Americans are by definition evil?
The Cabal has infiltrated and abused the power of government and other institutions in most, if not all nations.
Government has a legitimate role to play, but ti can only do this when it is subject to the sovereignty of the people. Ultimately, the People are responsible, even if not to blame.
IMO, we cannot remove the infection and cancer of the Cabal (which in government situations manifests in the form of a deep state) unless we draw the distinction between the people, the nation and the Cabal. The UK has a cabal deep state, so does Canada, so does Australia and New Zealand. Rightfully, the blame of the crimes lies with those players within the nations, not the nation itself, unless, like Iran, the State itself is the open sponsor of evil.
Israel operatives may have prepared the way, Saudi operatives may have executed the operation, but the US also bears some responsibility, if not the MOST responsibility, for 9/11. Unless we blame the Deep State Cabal in the US, in which case, we should apply the same standard to other nations as well.
I think that's what you are alluding to, but its a point worth emphasizing. We should stop using the name of a country as if the country is a monolithic entity. No nation is. There are white hats and black hats working in every country.
You can add the Vatican into your list of nations. The laity is often lumped in with the infiltrators of the Church.
My view has always been, and I have verbalized it here often, that the demons commit the crimes and walk free while the people pay the butcher's bill. We must move past the idea that the crimes of the government are laid at the feet of its people.
Absolutely. Blaming a certain country (for some - Russia, for others - China, even others - Israel) is one of the many forms of mind control humanity has to overcome. Some countries are surely worse than others, but like the U.S there are bad actors who have unfortunately been pulling most of the strings and good actors. The bad guys rely on the population to hate peoples of another region for no good reason - they don't really care who you choose to hate.

Yes it's what I'm alluding too.
