I am sure he had knowledge but I think they kept some aspects of it under wraps even from him. But his father had his finger prints all over it though because of his connections along with Cheney.

GW Co-Owned an Oil Company with Ossama Bin Laden, and it's not as if he didn't know that the whole 9/11 thing was going to happen....

I know he knew, there's no possible way he didn't know....
