The "unemployment rate" is based off of people who are collecting unemployment. If someone isn't collecting it for whatever reason (they quit instead of being dismissed, their pride refuses them to let them collect unemployment, or perhaps their unemployment benefits have run out), the are no longer a statistic.

If you look at the collective revisions every month this year the data indicates a really bad trend.
