Lazy Officers who couldn’t be bothered to review the slides
And Civilian Employees who made them in the first place.
Which tracks with what I’ve seen elsewhere.9 times out of 10. Anytime I hear about problems in the Military or Military Bases. It usually is either traced back to the Upper Brass trying to play politics to score a promotion. Or Civilian Contractors who are usually in some way connected to State or Federal Politicians. Or the Federal Bureaucracy in Washington. Usually both.

This is just a time that they were caught. This sort of stuff has happened long before this instance and will continue long after.
Nobody ever really gets punished for it. Especially since the ones responsible for the punishment are often the ones pushing it as well.
