Actor's must play different parts. Some are protagonists, some are antagonists, all are actors playing their part.
Some actors know that the movie got a new director at some point (Q). Some actors think the director is the same as it was before (Cabal/CIA). Regardless of which side they actually fall on irl, what the actors personal feelings or beliefs are, or which part they are playing in the movie, they are all actors, following directions from the director. Thinking we can figure out which is which while they all work to drive the narrative through their acting is on us for forgetting we are watching a movie.
The only reason the TDS actors keep playing is they think the evidence is now in the wrong hands, or they believe their masters still hold the evidence and it is being used against them.
They should have gotten the message by now, "we have it all".
