The only thing that thwarted it was that the patsy was spotted, panicked and acted before the "real shooter" was in place/ready for the kill shot. He fortunately wasn't a very good masksman ("comically bad" according to his high school rifle club teacher).

Yes I watched that. Dave is right, if you think of it as being a deep-state operation, everything makes sense.
The question remains, which secret service and police officers were in on it.
