Not military. Probably the State, or a reaction team of some sort, but not military. The weapon look's pointed to thedriver side of the vehicle when it isn't pointed straight up, or down. No military mole

Probably SS or Police in tactical gear. He has a vantage point higher than the SS putting Trump in the vehicle and used his weapon to cover them. No traitor, just good procedure.
