"I am not the guy." - Tech Sergeant Chen, Galaxy Quest.
I do not know enough to create a solution that would work for this, but also, I could figure it out. I would look at steel cable, but also I would look at other things like teflon, kevlar, etc. Most importantly, I am not the "M" of this operation. If there is a team working on this, there is some sort of "M" character that will solve the issue.
We need serious people to be methodical and ask and answer serious questions.
P.S. I could create a "sniper setup" that would weigh probably about 15 pounds, including Doritos. No need for "72 pounds".
Remington bolt action or similar in something with oomph + flat trajectory like 6.5 PRC, etc.
On-rifle bipod.
Scope with at least 3-9 but ideally more like 5-25x50mm.
I'm not focused on the shooting side of it, but on the Climb Up, and subsequent Getting Down....
Having been Airborne and Air Assault, Well, there really isn't enough space between the top of the Tower and the Ground to open a Chute, so that's out....
There's Rappelling Rope, but when you're down, the rope stays tied to the Tower, and it becomes a huge ""tell""....
But this guy specifically said Zip Line, so that is where it becomes not just highly improbable, but seriously silly on an Intellectual Level, mainly because once you zip Down, you have to either set off yet another sonic boom for people to go and investigate, or it's climb all the way back to the top and untie the Zip Line.....
I do not have the expertise you have, but came to the same conclusion. Assuming we're not Batman, we have limited options to get down quickly.
When I saw "zipline" I laughed out loud, literally. But, perhaps someone who is smarter than me could make that happen. For me zipping down a single line that is under tension (single point of failure) at high velocity and with enough altitude to fold me like a lawn chair... not my idea of a good time. Yikes.
The rappelling rope would most likely be my choice. Ziiiiiii and you're down. Plenty of tools to slow your descent (ATC, Autoblock Hitch, etc.). Possible to retrieve the line too: you will need to pack in 2x the line you need, and then you can pull it down. You'll be leaving some hardware up on the top though.

Or leave it there as yet another Obvious tell....

I'm more likely to believe in a squirrel suit escape than zipline. There's just too much to gather up at the end.
Haha. So true.
