You may want to reread the book of Isaiah. Nowhere does it say women rulers are the punishment. In fact, it was largely by the hands of two women that Israel was delivered from the Canaanites who acted as the punishment that time around.
God made humans to rule demons. Adam was not deceived. Eve was.
Eve twisted God's word when speaking with satan, indicating a lack of attention..

God gave us dominion over the earth, and even then, can you control anything of the earth? No. Everything requires faith and prayer in asking God for your wants and needs. You can do nothing. Only He can.

And to the other issue, yes. Eve was deceived first, but arguably, Adam may not have been deceived but willingly chose what he did so that Eve wouldn't bear the punishment alone. Think of it as an ultimate foreshadowing in that Jesus was the new and better Adam. Either way, Adam made his own choice and didn't submit to Eve an an authority figure.
