This is just classic. First they try out MKUltra in the US at taxpayers expense When it shows promise they close it down and destroy all the records. Sadly for them, some were misfiled and they turned up later on hence the Congressional investigation.
At the same time they start a continuation project in the private sector, move it to another country (Canada in this case), send funds to Canada via a circuitous route.
Now they can officially deny that anything is MKUltra related. Works every time! Even for viruses.

When Trump says there are good people in the FBI and CIA, that's disinformation. There aren't any good people in those organizations. They're disgusting.
Never believe anything until it is officially denied. They would have no reason to even feed the trolls or give this attention if it were not true. (or most likely true)
They shut down MKUltra over 49 years ago. The new program had a name change and is highly more effective than the LSD and sleep depravation MKUltra.
