The CIA factbook wasn't considered accurate back in the day. Like wikileaks the CIA factbook takes liberties when it come to data like population size and military strength.
The first thing that needs to be done once the Patriots take back control, is all people not working ATM, should be paid to attend deprogramming classes. I've got a bigger idea that this all fits into that I will by laying out in the next few days in the general section.
