Lawyer needed. I've a family member affected by this. Is this identity theft? Are they vulnerable to apparent hidden income charges? What's the remedy. Who do we notify, our County Sheriff?

I would at least start with the Sheriff. They usually are less corrupt especially if they are elected to that position in your community.
