The message is on a piece of paper taped to the screen. It's apparent in the video.

Lol, maybe in Iran that is how screens are done, a little midget tapes on different sheets of paper with different messages. If ur a dick to the midget, he will put up a 9 whatever their currency is in ur account lol

Of course, anyone can see it was taped on, but if the systems are down and the banks can't put a digital display on the screen, how else are the banks supposed to let the public know?

Though I also can see how just anyone could tape a message to an atm machine.
