This kind of behavior by the EU was not disclosed during its organization, or maybe it was and I missed it. Surely this cannot be a legitimate exercise of power?
Can't they just leave the EU and not be subject to the fine? Seems silly to be a part of it if open borders are the expectation. That isn't really good country management.
I think the EU will make them jump through a hundred different hoops to leave, but they should. Also, they should tell them to take their fine and shove it.
Why should they jump through their arbitrary hoops? Have their members withdraw from the EU parliament, tear up whatever binding resolution they previously signed, shut down every EU ran building in the country and send every foreign member of the EU packing at gunpoint if necessary, than double up the number of troops at the borders.
Don't leave just yet. Boycott their irrational spending by endless vetoes. The EU is no longer serving the European people. Sadly, many of them are being fooled and fully support their freedom and life quality taken away, because "we must support Ukraine" and wars we got nothing to do with.
So my recommendation is tell them to go to hell, either fight the open borders of the immigrants or conflict the EU, it seems that the fight is inevitable

My wild guess: they will simply lower the money flowing from EU projects into Hungary.
And that, is not even a bad thing for Hungarians, as with the decrease of the money flow, they suckers on the EU tit are decreasing as well ....
