I would agree I have three kids over 18 only one of them is registered to vote the other two don't want anything to do with politics so yes that 8,300,000 people is an awful lot of registered dead people
I had to have my great grandpa removed from the registered voter list in 2019. Hed been dead since 1980. Im in SE Michigan. He was registered in Wayne County. We had moved from Wayne County in 1976 and he was re-registered in our new County but had been removed here.
Michigan is definitely very shady I live in Oakland County not far from Wayne County you can't find a Harris sign anywhere that her Trump signs everywhere but they will find a way to cheat

Perhaps you could use the Elections Assistance Commission (EAC) Report To Congress as kinda a point to compare?

Why Doesn't This Make Sense To Me? The EAC 2020 EAVS Report To Congress Says on Page 1, "Slightly More Than 43% Voted Via Mail...30.6% Voted In Person Before Election Day...30.5% Voted In Person On Election Day.". Me: 43+30.6+30.5 = 104.1%. Huh?
Just checked pg 9 of the report. Looks like Michigan had ~73% participation rate in 2020, up 8.2% from prior elections.

That number was somewhat of a hypothetical I don't know the actual percentage of people that vote more of a guesstimate
