No. But they do it anyway. It's very prominent in venture capital, grants for education and startups, and lots of government jobs. In my area the employment development office to help people find jobs and serve as a gateway for the SBA was subcontracted to a firm called the "women's business center." They served men too, but they hired 90% women and it showed in their outreach and grant programs, and the free classes they offered. Obviously funding women's programs is fine by itself, but if it had been named the "Men's Business Center," it wouldn't gotten the gig in the first place. They went bankrupt. And the same owners who ran the alleged non-profit got another govt grant to run its replacement a months later, in the same building. What a joke, if it wasn't just grifting our tax money to favored insiders. This was Van Nuys, CA.
Been this way for years. I've experienced it in the public service sector. Many places have "rules" saying if 10% of the city's population is black, then 10% of the service (police, fire etc) has to be black. Job opening posts will say who they can accept. I'm bored so I'll dig around and see if I can find one.
Edit: I can only find them now saying the city of xx encourages women minorities etc to apply
