They aren't performing actual abortions - they are dispensing Mifeprestone. I'm sure though if someone is too far along for the abortion pill, they are setting up appointments for them.
This makes the most sense. I am not familiar enough with the abortion process, though it seems like something you would want to do more than localized anesthesia.
Putting the patient to sleep & then pulling baby parts out in the bus wouldn't allow for the sanitation they are supposed to practice in medical facilities.

Do they have an MD on site prescribing them? If not this may violate laws for giving prescription medications without a prescription. Though I am not sure if there are over the counter abortion prescriptions.
They are supposed to be used after having unprotected s*x. It immediately triggers menstruation so that implantation cannot occur. It's not something to be taken to initiate an abortion.

It doesn't matter if an abortion is surgical or medical (by medicine). Both are ACTUAL abortions.
