It's called 'brutalism'. It's a communist tactic to degrade the morale of a people. It is a total assault on your creative mind and instils a feeling of hopelessness. A hopeless-feeling people cannot well rise against tyranny, nor escape it.
You can also witness it in the buildings they build, as opposed to the beautiful buildings from times past. It is further displayed in basically every aspect of the culture they promote, to varying degrees (as they obviously can't make a hit record which deviates toooo far off the musical quality spectrum).
There used to be some site or group somewhere that would do half-and-half photos that would show where there had been some fine classical, renaissance, Art Deco, or other nice type of architectural building, and these people would rip off the facade and gut it, and rebuild the bones with some brutalist monstrosity.
I don’t seem able to find it, but it’s nice to have the evidence of what they’ve done.

I disliked Rosanne barr for a long time for this very thing.
She has since redeemed herself.
