The phrase "my fellow Americans" is traditionally associated with presidents, so it does seem likely that it would be a presidential account. But which president?
Today, I had the epiphany that the phrase "the Storm is upon us" sounds foreboding rather than triumphant. For a storm to be upon you is generally not a good thing. It means that you're about to be pummeled by high winds, rain, hail, and who knows what else. So it sounds like a statement that would come from the point of view of someone who is about to be done in by the Storm.
So could the tweet be from a Deep State president (or at least the account of one)?
I think many of us have wondered this over the years. Agree it was never a triumphant statement. It's one of the hardest parts of the plan, not knowing things like this. Similar to the idea of 45 being jailed prior to the election, which could still happen and could be 10 days of darkness. We hope it's not that way and we will struggle with it if it happens, the only solace being that we will know it is indeed part of the plan.
Look at 571, it sure sounds like the storm is something the DS should fear.

I'm not so sure this has to come from a president. The exact Q wording is:
This to me sounds like it is the time of the precipice, where things look the most grim. Deep state is going to try to prevent Trump from winning. They have tried everything up to assassination. Jailing him will probably not work for them.
I think cheating the elections, like in 2020 is no longer possible. They would have to cheat so much, that normies would notice. They can either stop the elections, or if Trump is elected, prevent him from taking over.
This will require some massive event like civil war, world war, or cyberattack. This could at least postpone the elections. Biden has also already kind of indicated, that presidential power would not be peacefully transferred.
If Trump is CiC or not, is probably not that important. I think he has declared a state of emergency (specially regarding elections) and placed the military (perhaps Space Force) in some kind of state of readiness.

If I remember correctly, then there was also an incident, where Biden ordered the military to do something and they refused. All this tells me, that the military (or parts thereof) are waiting behind the scenes. Normally the Posse Comitatus Act would prevent the military to enforce domestic policies, however, if I am not mistaken, then the Space Force was exempt from this.
My theory is, that somehow (through civil war, insurrection, foreign intervention in election etc.), the military will be forced to intervene. The famous words could come from their Twitter/X account .
I have heard theories that they could place Trump (as the obvious winner) as an interim President, who will then utter these words on Twitter/X, but I believe he must remain neutral here.
Well, this is just speculation and none of us really knows...

On one hand, I will be happy for it because it means the country can band together and push out the corruption.
On the other, I’m dreading it. The DS won’t give up easily and they’ve flooded the border with soldiers. I’ve been to combat. It’s ugly. I don’t want it for any of my fellow Americans.
Which brings to mind why the WH have tried so hard to not have a civil war.
I had this same thought today when I was listening to Tucker talk about kalamaba's speech to the DNC, she used this same line.
Where? I just looked up a transcript of her speech, and couldn't find "storm" or "upon us" anywhere in it.

People have already said that phrase on Twitter/X. It doesn't mean anything to me unless it comes from Q+.
In my very humble opinion, anything less is setting the stage for confirmation bias to take over, followed by a letdown.
i agree. any bot or shill could put those words up there, imo, i would only trust that message if it came from Trump.
HAVE had this thought over the years, BUT Joe or Kamala using the words God Bless in a message is a stretch to UNBELIEVABLE for anyone.
"God bless" won't be part of the tweet. It isn't in quotation marks in the Q post. Only "My fellow Americans, the Storm is upon us." is.
